Deeming Notice/Federal Tort Claims Act

Christ Community Health Services, Inc. (CCHS), a Federally Qualified Health Center (FQHC), is deemed by the Bureau of Primary Health Care of the U.S. Department of Health and Human Services (HHS) to be a federal employee for purposes of medical malpractice claims and, as such, qualified for protection under the Federal Tort Claims Act.

This health center receives HHS funding and has Federal Public Health Service (PHS) deemed status with respect to certain health or health-related claims, including medical malpractice claims, for itself and its covered individuals. CCHS’ current Deeming Notice is available upon request at Legal@ChristCHS.org.

According to the FTCA requirements, medical malpractice claims against the health center are reviewed and/or litigated by HHS. An individual who has a claim against the health center is to file an administrative claim with HHS at the following address:

Leadership Team

Tracy McDaniel
CEO
Having served in executive roles for over five years within the realm of Federally Qualified Health Centers (FQHCs), Tracy brings to the table a wealth of experience. Notably, Tracy assumed the pivotal position of Chief Executive Officer at Muskegon Family Care (MFC) in Muskegon, Michigan three years ago. Upon his arrival, MFC faced financial challenges. Tracy's strategic acumen and leadership have been instrumental in steering the organization toward a strong financial position, culminating in two consecutive years of profitability. Tracy's professional journey encompasses leadership roles as the CEO of Long Island Select Healthcare in New York and as the Chief Operating Officer at Baltimore Medical System in Maryland. Hailing from Atlanta, Georgia, Tracy is an alumnus of Columbia University in New York, where he earned a Master of Public Health, and Morehouse College in Atlanta, where he completed his Bachelor of Arts.
Jessica Hughes
Chief Financial Officer
With more than 15 years’ experience in Healthcare, Jessica comes to Community Link Consulting with an extensive background in health care. She received her Master of Health Administration degree from Walden University after completing a double major in Accounting and Human Resource Management from Briar Cliff University. Jessica was the Chief Financial Officer for Siouxland Community Health Center, where she conducted and administered fiscal operations. She went on to become the Director of Finance for Hawarden Regional Healthcare where she directed the organization's financial and budget activities to fund operations, maximize investments, and increase efficiency. From there, Jessica went on to Mercyone Siouxland Medical Center as the Director of Finance. There, she provided leadership and direction in the annual independent audit and the analysis of financial information. Jessica has vast experience in formulating financial targets, preparing budgets, strategic planning, revenue cycle management as well as developing and implementing accounting systems and policies.
Shannon Walker
Chief Operating Officer
Shannon R. Walker, MHA, has served as the Regional Vice President of Operations in Madison County Tennessee since December 2019. Prior to this position, Mrs. Walker served on Active Duty in the United States Air Force for 13 years as an Independent Duty Medical Technician. Mrs. Walker holds a Bachelor’s in Health Sciences and a Master’s in Health Administration from Trident University International.
Dr. Reginique Green
Chief Clinical Officer
Dr. Reginique Green serves as the Chief Clinical Officer of clinical operations at Christ Community Health Services, Inc. She is a board-certified family medicine physician of 25 years, and her calling and purpose is to love, encourage and provide health care to underserved and under resourced patients and their communities. She attended Xavier University of LA for her Undergraduate studies and obtained her medical degree from Creighton University School of Medicine. She specialized and completed her residency training in Family Medicine at the University of Southern California. In the past, Dr. Green has served as chief resident at USC and is the recipient of numerous national and local awards. She has conducted clinical research for Hypertension and served as a National platform speaker. She served as the Medical Director of Greene Sports Medicine of Xenia, Ohio and has chaired and continues to serve on various boards.
Willie (“Will”) J. Jackson, III, MHA, PW-IT
Chief Missions Officer and Chief Information Officer
Mr. Willie (“Will”) J. Jackson, III, MHA, PW-IT, has served as Chief Operating Officer and Information Security Officer since 2020. Prior to this COO role, Mr. Jackson served as CCHS’ Chief Information Officer. Prior to his CCHS tenure, Mr. Jackson served over seven years at i2i Population Health as a Population Analytics and Healthcare Consultant. Mr. Jackson received both a Bachelor’s in Health Science and Master’s in Health Administration from the University of Florida.
Dr. Rasone Jones
Chair of Dentistry
I am a graduate of the University of Memphis and UTHSC College of Dentistry Class of 2006. I have been employed at CCHS for 15 years and have been the Dental Director for almost 5 years. It has been a blessing working with great people while also being an advocate to and for our communities. My spare time is dedicated between family and exercising. I love college sports and enjoy watching college football the most!
Dr. Kristina Murphy
Chair of Pharmacy
Dr. Kristina Murphy hails from Huber Heights, Ohio, a suburb of Dayton. She obtained her undergraduate degree from The College of Wooster in Wooster, Ohio, and pursued her Pharmacy degree at Virginia Commonwealth University in Richmond, Virginia. Dr. Murphy currently resides in Jackson, Tennessee, with her husband, Tim, and their two children, TJ (6) and Micah (4). During her spare time, Dr. Murphy enjoys crocheting, engaging in board games with her family, and cooking. An interesting tidbit about her is that she has participated on several mission trips in East Africa in the past and embarked on safari adventures at the Maasai Mara in Kenya and Tanzania an impressive four times.
Tara Samples, Phd
Chair of Behavioral Health
Tara Samples, Ph.D., LCP-HSP is a Licensed Clinical Psychologist and Health Service Provider (TN) and Nationally Certified Health Service Psychologist. Dr. Samples is the Clinical Psychologist at our Raleigh Clinic, a Behavioral Health Team Lead and the Director of the Behavioral Health Training program at CCHS which includes the doctoral psychology residency, postdoctoral fellowship and masters and doctoral practicum students in psychology, counseling and social work. She has a Ph.D. in Clinical Psychology and an M.A. in Clinical Psychology from Fielding Graduate University, a M.S. in Professional Counseling from Georgia State University and a B.S. in Human Services from Point University (formerly Atlanta Christian College). She completed an APA Internship at the Charles George Veteran’s Administration Hospital with rotations in Primary Care/Health Psychology, PTSD and Substance Abuse. She completed her Postdoctoral work through the Counseling Center at Lincoln Christian University. Dr. Samples has provided behavioral health care for over 20 years, first as a Licensed Professional Counselor and later as Licensed Clinical Psychologist. Prior to joining CCHS she worked as an Assistant Professor of Counseling and Psychology at Lincoln Christian University. Dr. Samples has worked in inpatient and outpatient, private practice and public health settings in Ga, NC, IL and TN. Her clinical interests are in the areas of social justice in healthcare, trauma informed care, health psychology, resilience in the face of trauma and abuse, and the integration of mental health and spirituality. When she is not in the clinic you may find her spending time with her family, supporting the local music and arts community, or gardening.
